Stir flour and milk in a small saucepan until smooth; add 1/3 cup sugar for filling. Over medium heat, boil and stir for 2 minutes until thickened.
Transfer to large dish to cool. Beat shortening, butter, vanilla, salt, and remaining sugar until creamy.
Put between cake layers.
In a small saucepan, heat butter and cocoa for glaze. Stir in confectioners' sugar and milk to drizzle. Pour over cake, letting some drip down.
